David Bilbo

Dr. Bilbo has forty-three years of service to the Texas A&M University System. From 1971 to 1973, Dr. Bilbo served as an Assistant Instructor with the Industrial Technology Department at East Texas State University, now Texas A&M Commerce. In 1975, he joined the faculty in Engineering Technology at Texas A&M University – College Station where he served as a part time instructor in non-metal materials technology. He also served as a Research Assistant in the Department of Industrial Education in 1977.
Dr. Bilbo joined the Construction Science Department in December 1977 as the Faculty Coordinator of the School of Architecture Laboratory Facility. In 1983, he left the Coordinator’s position to develop a core of computer application courses’ for construction science. Dr. Bilbo remained with the teaching faculty of Construction Science until his retirement. Teaching in both the Undergraduate and Graduate programs, his areas of teaching specialties included computer applications for the construction industry, statics and strengths of materials, construction operations, construction project management, facility management, and research theory. His research and publication interests includes studies in gender issues, integrated project delivery, construction industry demographics and facility management.
During his tenure with Construction Science, Dr. Bilbo served as Departmental Webmaster, Graduate Program Coordinator for the MSCM (Master of Science in Construction Management), Internship Coordinator, and, Assistant/Associate Department Head. In 2005, Dr. Bilbo began his work with Promotion and Tenure, serving on both the College level and Departmental committees. He served as Chair of the Departmental committee from 2008 to 2015. Other Departmental roles included Accreditation Task Force Chair, Coordinator of Extension Services for the Hazard Reduction and Recovery Center (HRRC), New Faculty mentor, Departmental representative on the Facility Management Council, and service on the University Disciplinary Appeals Panel. He was a faculty fellow in the CRS Center and the HRRC and served as a TAMU Mentor for over 25 years. Dr. Bilbo held the Clark Endowed Professor of Construction Science from 1998 to 2012.
Based on his work with HRRC, Dr. Bilbo received a “Special Citation for Exceptional Service to the American Red Cross” at the National Headquarters of the American Red Cross (2000). He received the annual Construction Science Educator of the Year in 2009, 2010, and again in 2011. The Association of Former Students recognized Dr. Bilbo with a Distinguished Service Award in 2009 and again in 2013. In 2015, the American Institute of Constructors honored Dr. Bilbo with the W.A. Klinger National Education Award, for his work as an educator and researcher in construction education. In 2019, Dr. Bilbo was elected as a College Fellow of the American Institute of Constructors, the “highest honor which may be conferred on a member the Institute”.
Dr. Bilbo received his BS and MS from East Texas State University, Commerce, Texas. He received his Doctorate from Texas A&M – College Station in 1977. He holds the Certified Professional Constructor (CPC) from the American Institute of Constructors. He is the owner and prime consultant of B&T Construction Project Management, founded in 1987. His industrial experience includes B & L Construction, Longhorn Construction, Zack Burkett Construction, and R.B. Butler, Inc.
Dr. Bilbo’s wife is Minnette who recently retired with 42 years’ service in the TAMU Physics Department. They have two daughters, Dana Michelle and AshLee Nicole, both graduates of Texas A&M-College Station.

Scholarly Interests
Dr. Bilbo specializes in emergency preparation and response, construction project management and administration, and industrial/technical education. He holds CPC certification from the American Institute of Constructors.
